A man accused of shooting two others to death outside a bar on North Goodman Street in February has been arrested, Rochester police announced Wednesday afternoon.

Hector Ramos-Diaz, 42, was apprehended in Puerto Rico in March but was not extradited back to Rochester until this week. He arrived in Rochester Wednesday afternoon, said Capt. Greg Bello of the Rochester Police Department.

Ramos-Diaz, a Puerto Rican native who was living in Farmington, Ontario County, at the time of the slayings, was charged with two counts of first-degree murder, two counts of second-degree murder and two counts of second-degree criminal possession of a weapon, all felonies, in connection with the Feb. 11 double homicide of Wahid Nazario, 49, and Frank Rosario Vazquez, 43, both of Rochester.

Officers were called to North Goodman Street, near Norton Street, to investigate the double shooting around 1:30 a.m. on Feb 11, said Capt. Frank Umbrino of the Rochester Police Department. Responding officers located Nazario and Rosario Vazquez, who each suffered multiple gunshot wounds. Both men died at the scene.

The three men were involved in an altercation inside a bar at 1730 N. Goodman St. shortly before the killings and bar security “threw Ramos-Diaz out of the establishment,” Bello said. A short time later, Nazario and Rosario Vazquez were asked to leave the bar, he said.

Nazario and Rosario Vazquez walked to their vehicle, parked nearby on North Goodman, Umbrino said. Ramos-Diaz is accused of firing at least 18 bullets from a handgun, striking each of the two men several times as they entered the vehicle, Bello said.

Ramos-Diaz was apprehended in Puerto Rico on March 25 by RPD investigators and members of the United States Marshals Violent Felony Fugitive Task Force, and was ultimately returned to the United States this week through a signed governor’s warrant, Bello said.

Ramos-Diaz is scheduled to be arraigned by Monroe County Court Judge Meredith Vacca on Monday afternoon.
