Another witness comes forward in restaurant owner’s case against the City of Dothan


DOTHAN, Ala (WDHN) — Another witness has come forward in the case of a Dothan restaurant owner who claims her bid for the City of Dothan’s feeding program was shared with a competing bidder.

“The new information is confirmation from a non-city employee that my initial bid was shared and the city is well aware of it,” Owner of Mama T’s, LaTonya Dorsey said.

Dorsey, the owner of Mama T’s in Downtown Dothan, bid for the city’s feeding program, but she claims that bid was leaked to Breakfast at Tammie’s, which allowed that business to underbid her.

Last month, she officially filed a lawsuit against the city. Dorsey says that this new information will help her case.

“It’s going to help my case a lot,” Dorsey said. “Even though, we still already have people who have come forward with information also.”

The non-city employee allegedly called Dorsey after speaking with someone from the city and the city’s outside legal counsel about recordings she had of then-Dothan Leisure Services Director Stephanie Wingfield, who was in charge of the feeding program.

“The person who made the phone calls was giving times, dates, and timelines,” Dorsey said.

The feeding program is now run by Dothan City Schools and nearly two years ago it came under scrutiny, when Breakfast at Tammie’s took home nearly $3 million during the COVID-19 pandemic.

This led to the firing of Wingfield and an FBI investigation.

The city says Wingfield was fired due to costing the city money, negligence in doing her job, deliberate falsification of documents, and misrepresentation to her employers.

Wingfield fought the firing in court, where a court eventually overturned the firing and now Wingfield is working again with the City of Dothan

While Dorsey waits to hear back from the city regarding her lawsuit.

“At this point, I feel it’s the city’s time to be more transparent,” Dorsey said. “Now that this other information has come out. We should be more transparent now and move forward and let’s just go ahead and get this settled.”

The city denies Dorsey’s bid was ever shared with the other business.

We have contacted the law firm representing the City of Dothan and they tell us that they can’t comment on pending litigation.
