Burlington VT mayor reappoints 19 city leaders, leaves four positions vacant


Mayor Emma Mulvaney-Stanak reappointed multiple Burlington leaders to their positions last week, including Police Chief Jon Murad.

Murad’s reappointment was something Mulvaney-Stanak didn’t directly comment on during her campaign and who would fill that position during her mayorship had been a question.

Mulvaney-Stanak announced her decision in a memo to city councilors May 30, ahead of various City Council meetings the week of June 3. All reappointments are for one-year terms, staffing fiscal 2025 with many familiar faces, but also many vacancies.

In the memo, Mulvaney-Stanak said she has “consulted with the applicable Boards and Commissions, who have offered input and recommendations.”

Who was reappointed

The reappointments include:

  • Assistant City Attorney Assistant Grand Juror Kimberlee Sturtevant.

  • Assistant City Attorney Grand Juror Hayley McClenahan.Who

  • Assistant City Attorney Second Constable Erik Ramakrishnan.

  • Chief Administrative Officer Katherine Schad.

  • Executive Director of Burlington City Arts Doreen Kraft.

  • General Manager of Burlington Electric Darren Springer.

  • Director of the Office of Business and Workforce Development and Executive Director of the Church Street Marketplace Third Constable Kara Alnasrawi.

  • Chief Innovation Officer Fourth Constable Scot Barker.

  • Director of Permitting and Inspections Constable William Ward.

  • Chief Engineer, Burlington Fire Department Emergency Management and Civil Defense Director Michael LaChance.

  • Chief of the Burlington Police Department Jon Murad.

  • Director, Fletcher Free Library Mary Dankor.

  • Director of Aviation for Patrick Leahy Burlington International Airport Nicolas Longo.

  • Director of Public Works Chapin Spencer.

  • City Engineer Laura Wheelock.

  • Director of Community & Economic Development Office Brian Pine.

  • Director of Parks, Recreation, & Waterfront Cindi Wight.

  • Harbor Master Erin Moreau.

  • Two-year reappointment of City Assessor Joe Turner.

Some positions remain vacant

The city attorney position has been vacant for two years. In her memo, Mulvaney-Stanak said her team “immediately began the process of finding a permanent city attorney” and hopes to have candidates soon.

Director of Human Resources Kerin Durfee and Planning Director Meagan Tuttle will both step down at the end of June. Both positions will be filled by an interim director. Senior Planner Charles Dillard will serve as Interim Planning Director, effective July 1. The administration will name an Interim Director of HR in the coming weeks. A search is underway to permanently fill both openings.

One position that will remain unfilled is the racial equity, inclusion and belonging director. Former director Kim Carson is resigning following a medical leave and has accepted a position in North Carolina. Mulvaney-Stanak announced she will leave the position vacant and appoint an interim director for fiscal 2025 as they “re-envision the goals and structure of the office.”
